8.1 

Work-based training must only be approved by a designated authority as part of a CRICOS-registered course where:

a. 

it must be undertaken to gain the qualification, and

b.

the registered provider has appropriate arrangements for the supervision and assessment of overseas students in place.

What’s new?

 

  • The requirements relating to work-based training remain essentially unchanged. The requirement that a provider has appropriate arrangements in place for supervision and assessment clarifies existing expectations.

 

What Part C Section 8 involves

 

  • Designated authorities can only approve work-based training as part of a CRICOS registered course where it is a required element in order to gain the qualification.
  • The work-based training component of a course should not be greater for international students than domestic students.
  • Training Package qualifications comprise units of competency which describe standards for the assessment of key functions or roles in a particular occupation or industry. Some Training Packages indicate requirements for workplace training and assessment but generally they do not do so because they regard such information as a delivery strategy to be determined by the Registered Training Organisation (RTO). Therefore, RTOs normally have a choice in regard to how they will deliver and assess a Training Package qualification.
  • The designated authority will make an assessment as to whether a work-based training arrangement is the most appropriate learning and/or assessment strategy.
  • The registered provider must have arrangements in place to provide appropriate supervision and assessment of students. For example, the AQTF 2007 specifies that training and assessment must be conducted by trainers and assessors who have identified training and assessment competencies and relevant vocational competencies.
  • Currently, students are required to apply for Permission to Work from DIAC in order to undertake work-based training. The Australian Government has announced that from April 2008, work rights are automatically attached to a student visa (although students must not commence work until they have commenced their course). 
  • A provider must have mechanisms in place to monitor a student’s course progress and attendance, where relevant while the student is completing an element of work-based training.

 

Questions and answers

 

Scenario 1

A student is enrolled in a Bachelor's of Teaching. A period of work-based training (teaching practicum) is required in order to both complete the degree and to be accredited to work as a teacher.

 Can this work-placement be included in the course duration?

A

Yes.  For work-placements to be included in the course duration, they must be a requirement of the CRICOS registered course, undertaken in order to gain the qualification, and approved by the designated authority.  As universities are self-accrediting authorities, when they determine that a work-placement must be undertaken in order to gain the qualification, the work-placement can be included in the course duration.

Scenario 2

A provider encourages its domestic students enrolled in the Certificate III in Community Services to undertake an industry placement outside of their course time.  However, the provider advises its students who complete the industry placement that they will not be given credit within the course for the work placement, as it is not a requirement of the course, just a beneficial experience.

Q  

Can this work-placement be included in the course duration for international students?

A

No. A period of work-based training cannot be included in the duration of a course unless it is a requirement to gain the qualification and has been approved by the designated authority. As this placement has not been approved by the designated authority and does not count towards completing the qualification it cannot be said to be required to gain the qualification.

Scenario 3

Education Pty Ltd wants to assist its students to qualify for skilled migration and wants to include 900 hours of work-based training in the course.

Q  

Will this assist the students to gain skilled migration?

A

No. Time spent working during the course of work-based training does not count towards skilled migration.
