Malaysia focuses on international research collaborations

The Minister of Higher Education recently launched Phase 2 of the National Higher Education Strategic Plan to achieve the education objectives outlined in the key national policy and planning documents:

  • the 10th National Malaysia Plan
  • the New Economic Model
  • the Government Transformation Plan and
  • the Economic Transformation Plan.
  • While Phase 2 of the Strategic Plan is not yet available in English, the key points of interest to the Australian education sector are:

  • encouragement of collaboration between private and public universities with government linked corporations, private sector industry and foreign universities to encourage research and development
  • consultancy services to develop the skills of local researchers, particularly in commercialization strategies
  • collaboration between foreign universities and the private sector to bring in management techniques to public universities comparable to top international Higher Education institutions -  focusing on administration & financial autonomy, wealth generation, human resource and academic management and student admissions.
  • Establishment of another research university specializing in social sciences research by 2020
  • Fundamental Research grants (RM 115 million) now open to both public and private education institutions in Malaysia with encouragement of international collaboration.

  • Under 10MP: RM 741 million for R&D activities in 7 High Impact Research platform in niche areas:

    a.       Global warming

    b.      Infectious disease

    c.       Tropical medicine

    d.      Water and energy security

    e.      Food security

    f.        Information and communication technology ICT

    g.       Advanced and value added manufacturing 

    h.      Energy & energy saving  

  • The establishment of ‘Education Malaysia’ offices in key target markets to promote Malaysian education abroad, with a focus not just on student recruitment and financial benefits but enhance its own domestic internationalization agenda and to promote Malaysia’s core values to the world.
  • A new funding scheme for a Nobel Laureate program by 2020.
