On the 9 August 2012 the Indonesian Directorate General of Higher Education announced the decision to impose a moratorium on the establishment of new Higher Education Institutions (HEIs) and new Higher Education program from 1 September 2012 to 31 August 2014.
The moratorium aims to support the recently passed Higher Education Bill, allowing the Ministry of Education and Culture to reorganise and to ensure performance of the existing universities and program studies.
As of 1 August 2012, there were 92 Public and 3124 Private Higher Education institutions with a total of 16,755 study programs managed by the Ministry of Education and Culture.
The moratorium is not expected to impact on international collaboration programs being developed with foreign HEIs. Current regulations still require the delivery of an overseas formal course to be in partnership with an approved Indonesian HEI and to be jointly offered with an existing accredited program at least B standard.
