10.1
Where more than one provider is to be involved in providing a registered course to overseas students (for example, where one develops the curriculum and awards the qualification, and another delivers the tuition), only one provider will be registered for that course. CRICOS registration for courses is not transferable between providers.
10.2
The designated authority needs to be advised in writing of all providers to be involved in providing a registered course, the role played by each provider in the delivery of the course and the single provider recommended to be registered for the course. The designated authority will assess the provider’s suitability for registration in light of its connection with and responsibility for the course.
10.3
The registered provider is responsible under the ESOS Act for breaches of the Act or National Code, whatever the nature of its contractual or other arrangements with another provider for that course.
10.4
Proposed changes to arrangements with other providers must be approved by the designated authority prior to the changes being made.
Where more than one provider is to be involved in providing a registered course to overseas students, only one provider will be registered for that course. This is intended to include courses where two or more providers are dependent upon each other to deliver a single course.
Where two or more providers collaborate to deliver related but different courses, each provider may be registered for its distinct course offering.
Any changes to arrangements must be approved prior to the changes being made.

Where a jointly delivered course is accredited by the governing bodies of two self-accrediting institutions, this would be considered two arrangements and two courses for the purposes of CRICOS registration.
Under the ESOS Act, the registered provider is responsible for meeting the obligations and for any breaches of the ESOS Act or National Code 2007, regardless of whether it is the registered provider or the provider with whom it has an arrangement who is responsible for that activity.
Scenario 1
University X and University Y (located in the same city) are developing an arrangement to support the delivery a Bachelor's Degree in Cultural Heritage Management. The councils of both universities have approved the Bachelor of Cultural Heritage Management for delivery.

Yes. Each of the universities is a self-accrediting institution and the governing bodies of both institutions have accredited the courses.
Scenario 2
Study Business Inc and Commerce Training Pty Ltd are developing an arrangement to deliver a Diploma in International Business. In general, it is expected that students will need to study with both providers in order to complete the qualification. In order to ensure viable class sizes and increase the number of electives available to students the providers will share the delivery of the compulsory units and electives.
Are both Study Business Inc and Commerce Training Pty Ltd allowed to be CRICOS registered for the Diploma in International Business?
No. These providers are delivering the same course. During registration, the designated authority will assess whether the arrangement delivers the same course at multiple providers or different courses at different providers.
Scenario 3
North Pine High School delivers a VET in schools programme. The designated authority has approved a work-based training component as a part of the course.
North Pine High School has a list of work-based training opportunities, approved by its designated authority, that it publishes in its marketing material.
Johanna, an international student at North Pine High School, met Ms McLeod when she substituted for the regular bookkeeping teacher. Ms McLeod was very impressed with Johanna’s work and has invited Johanna to do her work-based training at McLeod’s Bookkeeping. McLeod’s Bookkeeping is not one of the pre-approved locations for work-based training.
Can Johanna do her work-based training at McLeod’s Bookkeeping?
